Landline switchover
Our resources
- We've conducted a landline switchover readiness survey with councils to gauge their readiness in preparation for the switchover.
- We’ve produced a toolkit featuring social media assets, leaflet templates and sample website text for anyone to use to promote awareness off telecare users and the switchover.
- We’ve helped produce guidance and templates with the London Office of Technology and Innovation (LOTI), to enable better data sharing between councils and communications providers.
- We run a closed hub for councils to share best practice, ask questions and contribute to national discussions.
- We’ve highlighted the risks of scam calls targeting telecare users with media coverage and produced a guide for councils.
Government
- The Government has established a Public Switched Telephone Network charter and a Network Operator Charter that sets out a voluntary agreement between itself and communication providers to protect people when they are moved onto digital services.
- The House of Commons published a research briefing addressing frequently asked questions about the digital phone switchover.
- The Government has released guidance on UK transition from analogue to digital landlines - what the retirement of analogue phone lines, also known as the Public Switched Telephone Network (PSTN), means for you.
- The National Audit Office have published a report examining how on track the Government is to deliver UK-wide reliable mobile connectivity that meets the country’s needs both now and in the future.
- The Government have devised a telecare stakeholder action plan to help prepare for the switchover.

- TechUK have produced a leaflet aimed at councils including a checklist.
- TSA has developed guidance on the switchover as well as webinars. This page also includes an explainer video and podcast.
- TSA has produced a guide aimed at telecare users warning them of scam calls relating to the switchover.

- Bionic have published a guide on the digital switchover and what to expect.
- BT have produced a video about their home phone service Digital Voice.
BT have a variety of helpful resources for business customers:

- Which? This PSTN report draws on insights from a survey of 4,958 UK adults across the UK, exploring current copper landline usage to understand how consumers will be affected by the switch off, and the risks that need to be managed through the migration process.
