The LGA welcomes this Bill, which will regulate pedicabs and improve the safety of passengers. We understand that a similar Bill has previously had the support of many councils in London.

Currently, pedicabs are exempt from the regulations which cover taxis and private hire vehicles. They do not need a licence to operate, are able to set their own prices and are not subject to checks on the safety and ability of their drivers, or the road worthiness of their vehicles. Councils have been made aware of various issues involving pedicabs, including unsafe driving, noise nuisance and pavement parking.

The Ministry of Housing, Communities and Local Government has recently consulted on proposals to introduce a permitted development right for shale gas exploration.i Shale gas exploration takes place in order to identify suitable sites for hydraulic fracturing (‘fracking’), and can have a number of impacts on local communities.

Councils are committed to ensuring new homes are built and communities have quality places to live. It is vital that these are delivered through a locally-led planning system with public participation

Councils are supportive of Build to Rent and recognise the important role that it can play in delivering much needed high quality market rented housing.

Councils are committed to working with Government and developers to meet the Government’s aspirations of 300,000 new homes per year, with land for more than 2.6 million homes allocated in Local Plans.

This briefing summarises the housing and planning proposals of most relevance and significance to local government. It also provides the LGA’s initial reaction to the proposals along with our policy messages, which may necessarily evolve as discussions on the proposals continue.

Faced with increasing demand, reducing budgets, falling social housing and wide-ranging welfare reforms, it is clear that councils cannot tackle this challenge alone.
