The COVID-19 pandemic has led to an acceleration of changes to the reasons people visit and use high streets. Data for November 2020 shows that footfall is at 45 percent compared to the same period last year. Before the pandemic, footfall had dropped over 10 per cent in the last 7 years. Internet sales had risen to 21 per cent of all retail sales at the end of 2019 compared to 7 per cent a decade earlier, and during the height of the national lockdown period in May this had jumped to nearly 33 per cent of all retail sales.
Councils are working tirelessly to protect lives, livelihoods and the most vulnerable in our communities. They have ensured that our most important public services keep running successfully.
The Domestic Abuse Bill introduces important measures which will help to raise awareness of domestic abuse and will go some way to providing additional support to domestic abuse victims and helping to challenge perpetrator’s behaviour. It is a positive step in the right direction.
Councils are committed to ensuring new homes are built and communities have quality places to live. It is vital that these are delivered through a locally-led planning system with public participation at its heart which gives communities the power to ensure new developments are of a high standard, built in the right places, and include affordable homes.
Prior to the Spending Review, the LGA estimated that councils faced cost pressures of £2.6 billion in each year up to 2024/25, to keep services at their 2019/20 levels of access and quality – without addressing any pre-existing pressures.
The Local Government Association (LGA) is here to support, promote and improve local government. We will fight local government's corner and support councils through challenging times by making the case for greater devolution, helping councils tackle their challenges and assisting them to deliver better value for money services. This response has been agreed by LGA Resources Board Members.
The LGA welcomes this Bill which would make it mandatory for licensing authorities to access vital background information about drivers seeking a licence in their areas. This will support the work of councils to ensure anyone using a taxi or private hire vehicle (PHV) is kept safe.
Digital access and skills are essential to enabling people to fully participate in an increasingly digital society. Tackling the digital divide will be crucial to addressing social and economic inequalities and levelling up every community.
For the sector to survive, the emergency financial support packages currently available must not end on a ‘cliff edge’ and longer-term financial support packages suitable for this sector must be considered for the end of 2020 and running into 2021.
COVID-19 has put adult social care firmly in the public, political and media spotlight. This emergency has highlighted the essential value of social care to the wider public and this interest needs to be harnessed in the debate about the future of care and support. Long-term reform is urgently needed and we are calling on the Government to set out its thinking before the summer recess.
