Schools should also be given greater certainty of future funding, to help them better plan for the spending pressures they face. Three-year budgets should replace annual budgets.

The commissioning and provision of adult social care and support is a vital council service that can transform people’s lives. It is a crucial public service that supports working age disabled adults, older people and their carers, as well as promotes their wellbeing and independence.

It is vital that the Government uses the Spending Review and its forthcoming green paper to deliver sustainable funding for social care for the long-term.  

The underfunding of adult social care and support sector is impacting on the quality of life of people who have care and support needs. It is also creating a fragile provider market, putting workforce and unpaid family carers under further strain, creating unmet and under-met need and impacting on social care’s ability to help mitigate demand pressures on the NHS.

In February 2019 Defra set out proposals for the implementation of a new waste and resources strategy. The LGA consulted extensively with member councils on the proposals and responded to each of the consultations.

Councils in England are currently the biggest funder of sport and leisure services and facilities. Leisure operators face bills up to 200 percent higher this year compared to 2019 (the last normal operating year), with costs set to grow by up to 240 percent next year.

The LGA welcomes this Bill, which will regulate pedicabs and improve the safety of passengers. We understand that a similar Bill has previously had the support of many councils in London.

Currently, pedicabs are exempt from the regulations which cover taxis and private hire vehicles. They do not need a licence to operate, are able to set their own prices and are not subject to checks on the safety and ability of their drivers, or the road worthiness of their vehicles. Councils have been made aware of various issues involving pedicabs, including unsafe driving, noise nuisance and pavement parking.
