Councils are a unique and powerful leadership and delivery partner in achieving Net Zero and adapting to climate change.

Local government plays a leading role in achieving net zero carbon, and therefore halting temperature rises. Almost two thirds of councils in England are aiming to be carbon neutral 20 years before the national target and 91 per cent of local authorities have adopted at least one net zero commitment, according to the National Audit Office.

The LGA has long called for retailers and manufacturers to pay for recycling and disposing of packaging in household waste. We welcome the commitment in the Bill to do this but it does not provide enough details for councils to assess the financial and service impacts of the reforms.

We have some concerns about the implementation of certain provisions within the Bill, and the new burdens that will be imposed on councils as a result. A key example is the expected increased burden on planning departments. Local government will need to acquire new skills and be given the appropriate resources, to deliver on the ambitious plans in the Bill. 

Local government is already prioritising environmental goals, including leading the way towards achieving net zero carbon, increasingly with ambitious plans to achieve this before the Government’s 2050 target.

We welcome the reintroduction of the Environment Bill. The legacy of the COVID-19 pandemic must be that we, as a nation, grasp the opportunity to protect and enhance our natural environment, and tackle the climate emergency. The aspirations of the Environment Bill could be undermined by the Government’s Planning White Paper. The White Paper proposes substantial changes to the planning system, and it is unclear at this stage what the implications for the system of biodiversity net gain will be. Government will need to work in a coordinated way to ensure that the system of biodiversity net gain can work in practice in any reformed planning system.

The measures in the Bill seek to establish a new system of green governance and accountability; drive a shift in maximising resource efficiency; enable greater local action on air pollution; secure long-term, resilient water and wastewater services; create or restore wildlife habitats; and give the Secretary of State the power to amend legislation regulating the use of chemicals.
