Housing Advisers Programme (HAP)

The Housing Advisers Programme was designed to support councils seeking to innovate in meeting the housing needs of their communities. It aimed to be simple, flexible, and locally led. Successful projects received money from the programme to promote, facilitate and enhance their role and capacity to meet their local housing needs.

The Housing Advisers Programme (HAP) was a Local Government Association improvement project, funded by the UK government. It enabled councils to procure expertise for a project which was led by a council, involved local people and/or partners, and tackled a local housing, homelessness, or planning/place-making challenge.
