Through the LGA Productivity Experts Programme, expert advice was sought around the methodology and development of approaches, processes and skills for contract audit of contracts, recovery of overpayments, contract management and financial procedures to test for potential savings.

Lichfield District Council faced significant financial and services challenges and decided to address these through the creation of an innovative transformation programme with a commercial core. Using a variety of specialist advisors, the programme introduced a range of solutions to; increase income, optimise investment, innovate to reduce costs and improve the customer experience. Torbay Council wishes to influence the size and shape of its residential care home market for older people, desiring an expansion of alternatives to residential care in the future. The remaining care homes will provide more specialist services for people with complex needs and dementia. The project developed a multidimensional analysis to provide a view about the quality and viability of providers required in the future, to inform a market strategy for Torbay.
