Bromsgrove DC and Redditch BC received a grant from the LGA under the LGA Productivity Experts Programme. Pendle Borough Council is a Lancashire District Council that has seen a 54 per cent reduction in its core revenue funding between the periods of 2010 to 2017.

The assignment was to review the planning (development management) and enforcement service, advise on best practice, the potential for productivity gains and any other improvements that could be made to realise efficiency gains – in order that these could be embedded within any new managerial approach or operational structure adopted within the service.

The council needed to save approximately £200,000 across its leisure service in the 2019/20 financial year and also generate approximately £50,000 of income to offset reduction in funding from the government which would have provided support to maintain service levels. The Productivity Experts Programme grant funding supported the redesigning of the commissioning of our placement function for Children’s Services and considering future integration with the Adult’s services; as well as developing effective performance management processes and systems, and a quality assurance framework.
