Challenge 1: Newcastle City Council

It’s January 2024, and the return of the LGA’s officer leadership development programme and annual competition, the Local Government Challenge. For challenge one, our cohort of 10 officers, participating from councils all over the country, headed to Newcastle City Council in the North East.


It’s January 2024, and the return of the LGA’s officer leadership development programme and annual competition, the Local Government Challenge. For challenge one, our cohort of 10 officers, participating from councils all over the country, headed to Newcastle City Council in the North East. 
 
Newcastle is the principal economic hub for the wider region, connected by a modern public transport system through metro, road and rail links, and a flourishing international airport which connects to the global economy. Described as a working city, it has a vibrant city centre, new industries and new jobs in growing sectors, with opportunities for people to acquire new skills. It’s also a great student city which brings young people from across the world to study and contribute to the local community. 
 
Each challenge has a different topic, which is only revealed to the contests at the start of the challenges. For this challenge, the Newcastle team set theirs on recycling and reducing waste. 

How can the council influence citizen behaviour so that residents will better follow the waste hierarchy and 

  • minimise the waste they produce 
  • increase reuse of items, and 
  • maximise recycling and so minimise the amount of non-recyclable (residual) waste produced?

Team Dynamic’s project proposal had two elements. The first was a strategy to introduce a new waste collection policy where food waste collections will become weekly for households and more frequently for those with shared bins. The second strand was a communications and engagement strategy that included pilot interventions that target reducing waste and encouraging reuse.

Team Victorious’ idea centred on taking residents on a journey to zero waste and targeting residents who are already good at recycling and finding ways for them to do it even better. By focussing on a large section of the community, the team’s proposal looked at encouraging incremental changes that would lead to pathways to reuse and ultimately lower waste overall.

After pouring over the two project proposals and watching the presentations, the judges deliberated down to the wire, and ultimately decided that Team Dynamic’s focus on resident engagement should win them the challenge. Congratulations Team Dynamic!
