The Department for Education (DfE) has now published the School Teachers' pay and conditions document (STPCD) 2023 which was published and came into force on 13 October (backdated to 1 September 2023).
Headlines on teachers’ pay award for 2023
The Government has accepted the STRB’s recommendations for 2023/24 teacher pay awards in full. The publication of the STRB’s 33rd Report was aligned to the publication of a joint statement made by the Government and the education unions NEU, NASUWT, NAHT and ASCL. The headlines are a:
- 6.5 per cent uplift to all pay points and allowances for both teachers and leaders, apart from
- higher uplift for M1 of 7.1 per cent for England and 6.8 per cent for the Fringe.
Estimated timeline
For draft STPCD to become final STPCD 2023:
- 13 October 2023, STPCD 2023 Teachers Pay Order laid in Parliament
- 13 October – 2 November 2023, 21-day praying period (change during this time is highly unlikely but this allows MPs to raise any objections on the Teachers' Pay Order)
- 3 November 2023, the Praying period ends in Parliament and this is the formal end of the process
- pay award backdated to 1 September 2023.
Funding
The teachers pay award is being funded, via an additional £525m in 2023-24, and £900m in 2024-25. The DfE estimate that this is equivalent to the full costs of the pay award as it adds an additional 3 per cent of funding to the 3.5 per cent (DfE estimated was affordable and budgeted for) in the average school. In addition, the SoS announced an extension to the support currently available to individual schools facing the most difficult financial circumstances by up to £40m.

National Employers' Organisation for School Teachers (NEOST)
NEOST is the statutory recognised national employer representative body for school teachers. The LGA provides the Secretariat to NEOST, which represents education authorities and other employers of school teachers in maintained schools in England and Wales. Find out more
