We work with councils to sustainably adopt digital technology that transforms health and wellbeing for their residents.
Our mission
We co-create improvement tools and support to build councils’ confidence in the use of digital technology. Through this support, local authorities can work with their residents to ensure they are supported to live the lives they want to live. We help councils learn and share across the sector so that all local areas can benefit. Our priorities:
- We engage with councils to identify barriers and opportunities for using digital technology and enable uptake of scalable technology solutions in social care.
- We seek to build and strengthen regional digital leadership to ensure that people are supported to live the lives they want to live.
- We work with partners to influence longer-term planning, ensuring ASC needs are embedded within national policy, strategy and delivery. This includes the implementation of the Adult Social Care Reform White Paper: People at the Heart of Care, and the Health and Social Care Integration White Paper: Joining up Care for People, Places and Populations.
- We ensure care is safe through information sharing, governance & cyber security measures that meet legal/regulatory requirements.

Hannah Gill, Senior Advisor (she/her): [email protected]
Hannah is a Senior Adviser at the LGA, her portfolio includes digital technology in adult social care. She currently oversees the direct support offer for councils as well as our national digital strategic work with partners such as ADASS and NHSX. Hannah has over a decade of experience working across a number of local authorities. She has experience in adult social care covering housing, support and technology for people to live independently as well as public health working across the whole life course.

Ed is a Programme Lead Adviser at the LGA who works collaboratively with the NHS Transformation Directorate Adult Social Care Technology and Data Policy Team. He provides input and advice to ensure that the needs of adult social care and local government are considered within new policies, strategies and programmes. Ed has worked directly in councils and has a background in both finance and adult social care digital technology. He is passionate about the difference data and digital technology can make to improve lives.

Mark joins the team with over 10 years’ experience in adult social care including homelessness, commissioning and hospital discharge. As a qualified Business Analyst he provides a fresh set of eyes to processes with a view to improve outcomes for citizens. Mark is currently supporting in national projects such as What Good Looks Like, Discharge to Assess, Control of Patient Information (COPI) notices, and Digital Telephone Switchover.
Steve Peddie, National Care & Health Improvement Adviser (Digital) / Senior Adviser Digital, NHS Transformation Directorate (he/him): [email protected]
Steve brings a wealth of senior experience in local government as a DASS and former DCS. Steve is one of two national CHIAs and works across from the ADASS/LGA CHIP programme and into the NHS Transformation Directorate Adult Social Care Technology and Data Policy Team. Along with Ed, he provides input and advice to ensure that the needs of adult social care and local government are considered within new policies, strategies and programmes and ensures that the enabling power of digital to change lives and improve support and care services is considered at every point.
