This Code of Practice has been produced in response to a recommendation from the Independent Inquiry into Child Sexual Abuse (IICSA) as part of its investigation into accountability and reparations for victims and survivors of abuse.

'Closed cultures' have been identified as a major risk to the wellbeing and human rights of people with care and support needs, who are unable to protect themselves from abuse or neglect, due to their care and support needs. The aim of this document is to provide guidance for the council workforce on identifying where a ‘closed culture’ may exist, or there may be a risk of one developing, in social care services for people with a learning disability and autistic people.

The survey was conducted by the LGA's Research and Information team in September 2016 to gather information about how local authorities were dealing with the collection and disposal of clinical waste.

In February 2020 the Local Government Association (LGA) conducted a survey of Directors of Environment or equivalent of all councils in England. The purpose of the survey was both to assess what actions councils have already taken to mitigate and/or adapt to climate change and to ask them what policy changes would enable them to do this in future more effectively. At total of 98 responded – a response rate of 29 per cent.
