Key to that is ensuring that they have the emotional resilience and tools to make good choices, overcome challenges and move confidently towards where they want to be in adulthood. The current system cannot deliver that – so how can we ensure that it does?

In this report we hope councils and their partners will find useful advice for best meeting the duty to refer responsibilities, along with examples of what genuine cooperation looks like from within England and Wales. 

This report forms part of the Local Government Association (LGA) evaluation of sector-led improvement. It provides a quantitative assessment of sector performance and how this has changed since 2009/10.
